What were governments purchasing on the run up to the lockdown?

OpenOpps has a great thread on twitter looking into the purchasing activity of various national governments on the run up to COVID-19 lockdown:

% increase in the volumes of Govt tenders published each week this year in UK (30 day comparison). Indicates Govt preparations started at beginning of Feb, some 6 wks before Lock Down. pic.twitter.com/ZsbrQsEzEoApril 16, 2020

This is an imporant data point to help determine what Governments knew (or did not) on the run up to the lockdown and the liberal use of direct award mechanisms for the purchase of medical equipment.
