Portugal amends COVID-19 exceptional procurement regime

Portugal amended yesterday part of the exceptional legislation approved to deal with the COVID-19 crisis.

Decree-Law 10-E/2020 from 24/03/2020 is a short piece of legislation and in what concerns public procurement simply extends the legal regime introduced by Decree-Law 10-A to all contracting authorities covered by Article 2 of the Public Contracts Code, that is the bulk of contracting authorities in the country.

Still no mention of a sunset clause or clear restriction of the regime to situations arising from the COVID-19 crisis.
