New (old) publication available on SSRN

In 'honour’ of the Procurement Bill being laid before Parliament in the UK, me and Albert are finally making available on SSRN the paper we authored for the European Law Review back in 2019 about the UK’ transition from an EU-based procurement legal system to one of its own.

The paper is already 4 years old and while a lot has changed, most of its main premisse (ie the scope for changes being smaller than anticipated due to external commitments like the GPA) has held up quite well.
